Laws at state level can be made a couple of ways...

Statutory law can be made in much the same way the federal parliament would, both houses would pass a bill and the governor would then sign it into law.

Case law is made through judges hearing cases before the court and issuing decisions, which builds up a database or sort of precedent.

Laws are made by the congress sending a bill to the other congress people and then to the president and he can either veto the bill and send it back and not made a law....or he can approve it and send it to all the other like legislative branches and stuff like that

AnswerA proposed "law" will be proposed to the Senate. Depending on their reaction to the "law" will either be scrapped immediately, make changes to it, or send it on to the House of Representatives. The House of Reps then votes, if the vote is 51% or more, it is then sent to the president, who either accepts the bill, or vetoes it. If the president vetoes it, 2/3rds of the Senate and 2/3rds of the House of Representatives can still vote to pass yes it.
