A voltmeter.
You measure current by inserting an amp meter in series with the circuit or using a clamp-on meter to measure current by induction. You measure voltage with a volt meter across the supply. You measure resistance in ohms across the resistance. Luckily all these functions are in the same meter in most cases.

Usually a voltmeter is connected across the load whether or not it is AC (Alternating current) or DC (Direct Current). A voltmeter is never connected in series with the load as this may cause serious injury or damage. The meter will absorb the full potential .
Usually nothing. (You would not get a reading either) The other way around (connected to measure current but set on voltage reading) will burn a fuse or the device entirely. On my Fluke 23 it will blow the fuse.
If there is nothing between the two leads of the meter then there is nothing "droping" the voltage.. the meter simply reads the difference in voltage between the two leads. Put the black lead to ground and the red where you want to determine voltage.. this will tell you how many volts are at that point.
An ammeter must be connected in series. The polarity of the meter leads must be correct. meaning you expect positive current then connect the meter accordigly. the meter impedance must be very relativaly low otherwise that will ad a error. An ammeter is not connected in parallel because it is measures the electron flow through a path unlike the voltmeter which measures the difference between two points. Therefore it must be connected in SERIES. If it is connected in parallel it acts like a sorted wire linking the active and neutral conductors and therefore creates what is known as a short circuit.

When connecting a volt meter to a light bulb to measure the voltage of the light bulb, run a third wire from where the wire enters the bulb to one terminal of the voltmeter and a fourth wire from the other side of the bulb to the other terminal of the voltmeter.
