By a process of Checks and Balances. Each branch of the government has some power over the others. The Legislative branch has the power to override presidential veto of proposed bill, approve presidential appointments and treaties, and impeachment; and that is only over the Executive branch! the legislative branch also has power over the judicial branch, the can determine the number of justices on the Supreme Court, and approve federal judges. The executive branch has equal power over the legislative branch, the president has veto bills, and call an emergency session of Congress. On the Judicial branch he can appoint judges. The Executive branch also has a miniature checks and balances cycle going on inside the branch, the Vice president and cabinet have the right to vote that the president is unable to carry out his duties for whatever reason. And finally the judicial branch has power too. Over the legislative branch, they have the power to declare laws unconstitutional. Over the Executive branch, they have the power of Judicial Review which grants them the right to declare acts of the president unconstitutional, the Cheif Justice acts as President of the Senate in a presidential impeachment trial.
