From my personal experiences and from friends, as well as research from the internet, I have concluded that you can get up to 12mm (1.2cm) before they are unable to close up anymore.
Hope this helps :)

First you must have a pierced ear that is a few months old. Then you use an taper or stretch to slowly stretch the hole. You need to do it very slowly over time in order to properly stretch your ear.
No. If you stretch with a blowout it will only get worse. Blowouts can get big, nasty, and painful. If they get big enough, they'll prevent you from stretching. Not to mention that they just look disgusting and other serious stretchers will know that you don't take care of your ears like you should. Just downsize a size or two, get your ear back to normal, and take your time stretching back up.

an ear lob is about haf a inch
It will expand to fit the ear to close all inputs
Ear gauges can indeed close. I have head several stories about peoples' ear gauges closing over time, some even being near size 00. Ear gauges can close over time if you don't wear a plug or tunnel in it. If the gauge is small, it will take less time for it to close, unlike BIG gauges - which could take around 2 months. One secret is to rub hemerroid cream on your ears about twice a day first your ears will swell but later when your lobes go back to normal the holes will be smaller. However, if your ears were gauged above a 00, they will never close entirely without surgery, which currently runs about $800 an ear.
Grin from ear to ear means when your smile is really big because you are really happy.
after a couple of monthes but i think you still have a small scar afterward
because its part of your body and your ear has to be some kind of size.
