It should be big enough that they are not bent around half the wheel when running around it, or their fur gets wrapped around the ends of the stand part. Ask the pet store, but generally there are wheels made for hamsters, and smaller ones for mice etc. They should not be the metal kind with the horizontal bars, because hamster feet/legs can get stuck in the space and break. There are ones that look like wire mesh, tiny squares. These are safer for the hamster and it's feet. Plastic wheels hold in odors more, so if your hamster urinates on the wheel, it can smell eventually.
about 6 in. on each side
6.5-7 inches is a good size for a 4 inch dwarf hamster. If the wheel is too big your hamster will be fine. It is when the wheel is too small that it becomes a problem.
It depends where you are in the usa and Canada it cost about 5-10$ It also depends how big the animal is an how big you want the wheel to be. :)

I definatly wouldn't advise using a wire hamster wheel as a hamster can get its legs in between the wheel when running.
Yes it is.
If she begins to breathe heavily and has a big stomach, eats alot and runs on the wheel also!
A treadmill is a big wheel (like a hamster wheel) that prisoners turned by walking inside it. The power from the wheel was used to drive machinery in a factory (a mill).
a wheel in its cage or a hamster ball
probably a sort of big cage with a hamster wheel so it has room to run around.
depends if it is a hamster that is fat or a big bone hamster depends really
