I don't know what state you are in but I had to do something similar to this at one point. Go to the DMV & file a Title 42 I believe. The DMV will send a notice to the registered Owner(s) that you have the vehicle & are attempting to get a title for it. Generally this is used for storage or towing companies when you don't pay your bills, but as I said before this worked for me. They send the notice to the Owner(s) last known address & they have a approx. two weeks to respond or the DMV will give you a new title in your name.
