How can Polaris remain at due north when the earth tilts approximately 20 degrees north and south?

Actually, it doesn't. Remain at due north, I mean.
The Earth is like a giant gyroscope, spinning in space. It is "tilted" 23.5 degrees as compared the ecliptic (the plane of the Earth's orbit around the Sun).
Because the Earth is spinning like a gyroscope, it retains its orientation even while it orbits the Sun, which is why we have seasons.
But because the Earth is like a gyroscope, the Earth "precesses"; the axis of the Earth DOES change its orientation in space. Just VERY SLOWLY. The Earth's axis is pointing just about at Polaris now (actually, about 6 tenths of a degree off) but over the next several thousand years, it will wobble to point away from Polaris and toward Vega, in a cycle that takes about 25K years to complete.
