How can a 22 year old girl weight if she only weights 95 pounds and is very skinny and she want to gain weight but cant seem to because she eat a lot?

I'm not sure how tall this person is, but 95 pounds is very skinny for any girl of average height. If you genuinely feel that you eat a lot, don't exercise much, and still are extremely skinny, I would consult a doctor or at least a dietician.
