I have never heard of this term. There are handicapped licenses which may take into account special aids ( modifed shift levers, etc) for the Handicapped motorist- but I have never heard of a Hardship license. There are handicapped licenses, however. new one on me- automobile, Taxi, commercial, truck... no hardship clause.
