In order to become a territory, they needed 10,000 people living in the territory, along with boundaries, and they can send someone to congress,however they cannot vote until they become a state. The Northwest Ordinance of 1787 also denies slavery and gives the people the ability to create 5-9 states, in the Ohio Valley area.
