The Northwest Ordinance of 1787, set up the rules of states and territories. In order to become a state, they needed at least 60,000 people living in the state, a state constitution that has to be passed by congress, and a representative for the state. In order to become a territory, they needed 10,000 people living in the territory, along with boundaries, and they can send someone to congress, however they cannot vote until they become a state. The Northwest Ordinance of 1787 also denies slavery and gives the people the ability to create 5-9 states, in the Ohio Valley area.
