The basal metabolic rate in humans is elevated during the first 36-60 (perhaps 72 or more) hours of fasting in humans, declining afterwards (substantially, in the case of prolonged fasting). Noradrenaline and growth hormone production are also elevated during early fasting, declining afterwards.

Therefore, not eating for a day or two (or merely skipping breakfast) should make a person more energetic and active. Many, however, report nearly the opposite effect of fasting.

Psychological conditioning may be at play, as well as hormonal imbalances.

There is a common myth that skipping meals (especially breakfast) slows down metabolism (or, the other claim of breakfast "revving up" metabolism). They have no basis in reality whatsoever.

It will lower your BMR by reducing your body weight, otherwise the two should be thought of separately. Your BMR is simply a reference point. Use it to maintain, lose or gain weight. Keep in mind that while it's the caloric measurement of what you need to ingest to 'maintain' your current weight, it does NOT factor in calories burned through exercise.

Climate affects basal metabolic rate for example: if you are living in a hot climate containing country you will produce more heat and thus increasing you BMR (BASAL METABOLIC RATE) instead of the people who live in the colder regions. Get it?

yes. Your BMI is largely dependent on the muscle:fat mass ratio within your body. Higher fat level & lower muscle % in women means that generally their Basal metabolic rate will be lower.
