The problem is, the internet is by design, not really "managed" by one person or group of people. It's just there, anyone can connect provided that they follow the protocols, which are more concerned with data formatting than they are with data content. If a website causes damage to you, you MAY be able to sue for damages or possibly even prosecute for criminal activity, but that is only if you can identify the individual or corporation. "Control" and "internet" do not seem to be words that work well in a sentence... unfortunately.
