As Australia is a Parliamentary Democracy, the laws are NOT the same as in the USA. Australians have "rights" but they also have "responsibilities" under the law, such as being of good character, and keeping the peace, and assisting the Police in their enquires, and voting, and helping those in peril or immenent danger. Yes you do have a legal requirement to "not breeze by an accident scene" or ignore a fire, or an assault going on in the street. By law, you are REQUIRED to act to prevent the loss of life, or damage to property. Usually this means contacting the Police, of Fire service, to attend the scene. If you want the rights, you also have to assume the responsibilities. Otherwise the country will descend into anarchy.
