If it's been dormant for a long time then it's not as likely to spread. It's even less likely to spread if condoms are being used and if antiviral medication or suppressants are being taken regularly (by the person that has herpes) to suppress herpes.
There is a higher chance of spreadding herpes if intercourse is had around the time a break out occurs.
