Just replaced my backup lights a few days ago on my 1999 Navigator.
On the inside of the tailgate. You have to take the screws out of the pull strap that is located on the inside of your tailgate. Next, get a trim removal tool (http://www.harborfreight.com/cpi/ctaf/displayitem.taf?Itemnumber=67021) and pop the 2 plastic pillars off of the side running up the back of the tailgate first. The pillars need to be popped off going towards the center of the tailgate.
Example: // -> <- \\ where \\ are the pillars and <- is the direction that you need to pop them off.
It is best to have your tailgate raised while doing this... You don't have to pop them all the way off. Just enough to get the the bottom half off.
To get the bottom half off, you will there will be 2 plastic buttons that you will have to remove with your trim removal tool. you will have to pull them pretty hard to get the out. After those are out, then you have to take the trim removal tool and start at either the top by the window or in a corner at the bottom of the tail gate. There are several plastic buttons on the plastic that you cannot see until after you have popped the trim out. The best thing to do is get the trim tool in there enough to get your hand in between the tailgate and the trim on the tailgate and start pushing the trim away from the tailgate. Don't worry if a few of the plastic buttons break. You can get them at advance auto or autozone or any other auto parts place where you live. After you get the trim pryed away from the tailgate, then you will have to lift over the window latch.. Get trim out of the way and you will probably have a white plastic protective sheet that you will need to peel back to access the backup lights. After the film is pulled back enough to access the backup lights, you will see the light plug running into the backup light housing. Grab a hold of the plug going in and turn it counterclockwise about a quarter of a turn and pull the plug out of the housing. Take the old bulb out and replace with the new bulb. Take care not to touch the new light bulb with your hand and the oils from your hand may cause to the bulb to prematurely go out. Use a rag or something like that to handle the new bulbs. I would go ahead and replace both bulbs at this time since it is kind of a pain to do this... Also, you don't have to have the plastic trim removal tools. You can use a screw driver and/or a pry bar, but you take a chance of marring the trim going that route...
You also may be able to avoid all of this and pop the light housing out from the tailgate and swapping it that way. There are 4 tabs holding the housing in place. I didn't elect to do this as I did not want to potentially break those tabs... It may not, but I could not find anything on the net about replacing them...

The problem is the reverse light switch. It is located on the top of the transmission that should sloved your problem.
the reverse light switch is either out of adjustment. or broken. new one should be fairly cheap
If the reverse light compartment of your Ford Focus keeps filling with water, you most likely have a seal that is dry rotted or damaged. Remove the light and replace the rubber seal gasket around the light to fix this issue.
Try bypassing the reverse light switch that plugs into the transmission. If your reverse lights come on, voila! Problem solved. Buy a new switch.

Make sure the fuses are good. A test light may be needed to check the light circuits for power to see where there is a power loss.
