in windows, Right click your network adaptor and goto properties, select the IPV4 in the section 'This connection uses the following items' (unless you are using IPv6 then you would obviously select that one) press properties, on the general tab, change the radial to 'use the following IP address' and input an available (free) IP address. You may also want to create a reservation on your router to ensure nothing else gets the same IP
