I slippers always a plural noun?

No. You could have a pair of slippers and lose one, which would leave you with one slipper until you find the missing one. Consider all shoes. They come in pairs, and one of a pair is no use to any two-legged human, but you could still say you are polishing a shoe. Then you polish the other shoe and put the pair together: now you have a pair of shoes.

How do you shine shoes?

First you want to clean the shoes, with either special soap made for shoes or a very very little amount of rubbing alcohol because to much will dry the leather. After that you take a smooth cloth, add shoe polish, spritz a little water on it and then rub thoroughly into the shoe. Once you have covered all over the shoe you want to buff it. You can buff it two different ways. Either using a brush constantly to remove the excess polish and keep brushing until shoe is cleaned and shined. Or you can use the brush once or twice and then use a shoe buff cloth and rub it left and right real quickly which buffs and cleans the shoe as well.
