Social harassment is inherently dangerous, as it can either backfire on the fool doing it if enough people grow a spine, or it can psychologically damage the victim. Humans are social creatures, and using that on a fellow human is inadvisable. Also, the victims of social harassment tend to be smart, and have a proclivity to be in positions of authority later on. That's assuming that they don't self-terminate or go on a roaring rampage of revenge, as stated above.
