All incoming inmates are "evaluated" for medical and psychological needs. The reality is that the poor in the ghettos and inner city neighborhoods of the US are not those who receive the lowest quality health care; inmates are. The largest correctional health care provider in the US is Correctional Medical Services. They provide "services" for facilities in 18 states. Their coverage area was greater at one time, but more than half of the states previously serviced barred the corporation for doing business for a range of practices that resulted in charges from neglect to murder. The track record of the other correctional medical providers is not much better. They hold the unscrutinized monopoly on health care in America's jails and prisons. That being said, if you hope to get necessary medical and psychological treatment for your loved one, petition the courts. Gather details of refusal of treatment, impeded treatment, and inappropriate or negligent treatment and address it to the courts. Do not sit idley by and let another family member die out of the greed and apathy of those who are supposed to care for their physical needs. If the punishment of every crime was supposed to be a death sentence, legislation would reflect that. See the links below.

Can a regional jail be held reliable for not administering medicines probably?

The word is LIABLE, not reliable: if someone is RELIABLE, it means you can rely on them if you need to. That said, yes, a jail can be held liable if medication is not properly administered. But keep in mind that an inmate may not get exactly the same medication they get outside, such as pain medication. Often the jail's formulary is different from that of the inmate's insurance company's prescription drug plan (PDP).
