How can the fog light be wired so that they are independent from the headlights to be able to use them as Daytime Running Lamp on a 1999 Ford Escort ZX2?

First you gotta find the DRL module in your car. Once found,you must identify the wire that turns on your headlights.Then just splice into the wire and wire up your fogs here. Though I am not sure, but this method should work *Quiestioner comment: correct me if I am wrong but this would be for a car that does has DRL already on them correct? If so, what I want to be able to do is control the fog lights to turn them on or off while the headlights are off, that the fog light switch is independent from the headlight switch. Thanks in advance for your time.
