The oil spill will continue to increase in size if the well continues to flow oil. BP took very prompt action almost immediately after the accident in deciding to drill two relief wells. They must be drilled to the same depth as the blown out well. The problem is drilling two wells takes time. It is estimated that the blown out well will not be plugged until early August.
All other measures are good (the temporary cap, containment booms, dispersants, skimming operations, turtle and dolphin rescue, beach and marsh clean ups) and help reduce the impact.
