Toyota uses shims to adjust valves. Basically you have to remove the valve, take out the shim measure compare with what it's supposed to be. If it's too short replace with the right height. One shim costs about $8-10 at Toyota dealers. You can get it only from dealers.
Toyota Camry does not have adjustable valves. If valve clearance is not proper you need to replace the valve shims with appropriate sizes (usually different for each valve).
I think the only way to can adjust valves on Toyota engines is to replace them.
