Sometimes when one thinks something is wrong or does not agree with someone else does not mean it is. Sit and speak with this person and instead of "telling them they are wrong" suggest a different way of doing things or explain the outcome of their actions as to show them it is possibly not beneficial for them to be doing it the way they are.

Tears are used when someone hurts your feelings, when sad, or when ur in pain (ex. stomach ache, head hurting, cant walk, legs hurting etc) They are also used when someone bullies you, scares you, doing something bad which you're not comfortable in & when someone is approaching you.
When someone tells you that he has more tan just feelings for you, but they are afraid of you, it means that the person is afraid to approach you and of your reaction if he breaks the information to you.
By telling them that, you are helping them to solve the problem. Call the person out and talk him/her quietly and politely.

This kind of depends on how you feel about that person as well, if you don't feel anything, try your best to let them down smoothly without hurting their feelings. If you do have feelings for them, tell them that and let it go from there.
