Some people have found that when they open Task Manager, the tabs and taskbar have suddenly disappeared. This behavior can occur if Task Manager is running in "tiny footprint" mode. If you accidentally double-click the empty space in the border around the tabs, Task Manager switches to this mode. To switch Task Manager back to its normal display mode, just double-click the top border of the window.

If Auto-hide is enabled, hover one's cusor near the Taskbar
If other windows obscure that Taskbar, enable "keep the Taskbar on top of other windows"
Press the 'F' key to cycle through view modes until you get the bar back. You are in Full screen mode at the moment

Try going to search in the start menu. And search all files and folders for Windows Live Messenger.

When you want to run the fullscreen program you can autohide the taskbar. Do this by right clicking on the start menu button and click properties. Then go to the taskbar tab. Then check the box that says autohide taskbar. Then click ok. The taskbar should hide after a few seconds. To bring it back hover over the bottom of the screen.

right click on your computer screen and click personalize, I think you will find it easy from there.
It closes and re-pens windows (ie. Info, Layers). It can be used to temporarily hide windows to create more screen estate for the canvas, then quickly bring them back when you need to check or arrange layers, select a color from your color pallete, etc.
I have XP, but have you tried right clicking on the desktop or at the bottom of the screen? When you right click, a pop-up box usually appears. Try right clicking on a few things (such as start button, etc...) until one shows taskbar.
