If it is old chrome that is rust corroded, I would use NAVAL JELLY a couple times over then follow that up with turtle wax brand chrome polish with rust remover applied with a brillo pad. Keep going over and repeating and you will get it cleaned up. Once done, dry it and apply WD40 to the chrome ;this seals the pores in the open metal to keep it looking as good as possible.

If you want to try at home, or do-it-yourself remedies for rust removal on you VW chrome bumper, get baking soda, white vinegar, a large container (kiddy pool would be great) and soft cotton rags. Fill the container with room temperature water and about 2 boxes of baking soda and 4 cups of vinegar; let the bumper rest in the mixture for at least one hour. Then remove the bumper and rinse with a hose. Next, place pasted baking soda (add water to a bowl of baking soda and stir until pasty) on a soft cotton rag and buff the area in circles. Here are some homemade solutions:Solventless CleanerAcidic CleanersIf you use aluminum foil to clean your chrome wheels, you won't need to mix anything or spray anything on your tires. You don't even have to get a rag dirty. Simply rip off a piece of aluminum foil and place the rough side (the side that isn't shiny) against the chrome. Then simply rub the foil against the chrome in a circular motion until the chrome is clean. Oil CleanerAcids clean and polish chrome. Use either white distilled vinegar, apple cider vinegar or lemon juice. Other types of vinegar have too many added ingredients to be as effective. Simply pour your chosen acid into a spray bottle undiluted. Spray the chrome wheels and wipe clean with a soft rag.Baby oil can be used much like the vinegar or lemon juice above, but it eliminates the need for a spray bottle. Open the bottle of baby oil and dampen a portion of a soft, clean cloth with the oil. Then buff the chrome to a bright shine. When one section of the cloth becomes dark from cleaning the chrome, dampen a new section and continue.
