Depending on the type of plastic and the degree of cloudiness or yellowing, you might be able clean it using a thin paste made of water and baking soda, and gently rubbing the surface in a circular motion with a moist, clean, non-abrasive, cloth.
The answer to how to clean your headlight lens depends on how dirty your lens is. If it just has bug juice and road grime any good car soap will clean it, just be carefull not to scratch the plastic. However if your lens is really yellowed or the clear coat cracked then you will need kit designed to clean the lens.

On my 2001 Jetta 1.8T, the outside of the plastic headlight housing gets yellow, probably due to UV light. I use Mother's Mag & Aluminum Polish, which removes the very thin layer of plastic (probably less than 0.001") that has yellowed.
To keep glass from looking cloudy, clean with soapy water and wipe clean with a microfiber cloth. If it is still cloudy, spray it with rubbing alcohol and dry again.
Kitchenaid whisper quiet dishwasher does not clean dishes good. Glasses are worse. Also glases are cloudy.
Check with your local auto parts store, they have kits available that help you restore the faded/cloudy headlight lenses.

If the handles are plastic, Krylon makes an excellent line of spray paint products that bonds to plastic and adheres to the surface. Most spray paint products only coat the plastic and on a surface like a handle that will be used constantly, is easily scratched or peeled. The Krylon plastic paint bonds to the plastic surface and is very durable. The one down side is if you paint the handles and don't like the results, there is no going backwards, you can't remove the paint once it has cured.
