To safely remove color from cotton without harming the fabric, you can use chlorine bleach but should use a product such as hydrogen peroxide afterward to stop the bleach from rotting the fabric. If you do not wish to use bleach, Rit dye makes a product called Rit Color Remover.

There are two products that come to mind. The first is chlorine bleach. It will whiten the plastic with antibacterial properties. The second is washing soda. This product will clean without scratching the plastic and has some bleaching properties too. Personally, I would use the bleach first.

You can't get highlights without bleach. Hair colour doesn't lift hair colour. Only bleach does.
