Any water: salt water or fresh water is exactly that, just water. A compound usually exists of water with anything that resembles powder when mixed together, they form a compound.

Fundamentally, by determining whether the compound in question can be made, with water as the only co-product, by reaction between an acid and a base. Easier to observe indications could be:

If the compound does not conduct electricity when solid but does conduct electricity when in a liquid state, it is usually a salt;

If the compound dissolves in some solvents (ionizing solvents) to generate quantitative colligative properties (boiling point elevation, etc.) greater than expected from the number of moles dissolved, but also dissolves in other solvents (nonionizing solvents) to generate quantitative colligative properties to the extent predicted from its molecular mass; the compound is probably a salt.

The difference is a compound can be formed by mixing together two or more elements of equal weight. Salt water can be made up of an unequal weight of salt.
