Well you have two options:

Introduce them slowly even if they have meet before, try making them sit together or doing some other tricks.
Option 2:
When the little dog gets tired wait until the big dog lies down and then place them next to each other.
Whatever option you choose it WILL work if you do it right

My dog is having the same problem, luckily we have another dog who tends to take care of the first dog's puppies, but still, why won't she pick up her own puppies?? The bigger dog takes care of the smaller dog's puppies.... the smaller one has never picked up her puppies...
