What information are you looking for? Age and value perhaps? Winchester made a small pump action .22 marked 1890 from 1890 to 1906. The price guides list them from $200 to $600, depending on condition. But other manufacturers may have used the same designation since you can't copyright a number. Or do you have a rifle (most likely military) marked with this date on the receiver or barrel? More description could get a better answer.
This rifle was made before 1908. The Winchester Museum in Cody, Wyoming will have more specific information on your 1890 rifle or rifles made between 1890 and 1907 but the last I knew they charged for this information.

Believe that will be a shotgun, not a rifle. Made by Crescent for distribution by HD Folsom around 1890-1910. Value is minimal, well under $100. Dont attempt to shoot it. sales@countrygunsmith.net

There are a a number of websites that sell or have information about the rifle "Gilboa". Including but not limited to "slickguns" and their own website, "Gilboa-rifle".
With the serial number that you provided,your winchester model 1890 pump action .22cal rifle was made in the year 1908.
It is a slide action rifle with an octagonal barrel made from 1890 to 1932. If it is marked as Model 90, not Model 1890, it was made after about 1915.
I can find no listing of an ERA rifle in any of my references or on line. Can you provide more information?
