The person who's name appears on the title is the legal owner of the vehicle.
It makes no difference whose name appears on the loan, the vehicle can only be registered in the name of the person named on the title.

Perhaps if the individual is the person who entered into the lending contract he or she is responsible for any monies still owed after the vehicle is sold. (Whether or not a vehicle is registered in the borrower's name is not relevant.)

The only way that a person could register a car in one name and title it to another in CA would be if you put the person who is going to operate the vehicle as the "Registered Owner" and put the other person on as the "Legal Owner" This would mean the person who is listed as the "Lien Holder" would receive the title and the vehicle can not be sold or transferred without the lien holder signing off the title.
