They can find that info out by running the plate number and then, when the owner i sdisplayed, running the name of the owner. The owner of a vehicle does not have to have a license.
If they know your name or licence number, they can look it up. But they need to know this first, so, if you're not already known to them, they'd have to pull you over to get this information. They can, however, run the licence plate.
