It's a matter of what is called the "attraction factor." He needs to feel more at ease and that he not risking everything by asking. There are really two possibilities with this.
The first is that you can ask him out. The second would be to understand what a guy finds attractive in a girl. You can get a more full understanding by reading the articles on the site "Girls Ask Guys Show."
