To manually diagnose a Ford Festiva using the WB Plus diagnostic link, you should first locate the diagnostic connector, typically found under the dashboard. Use a jumper wire to connect the appropriate terminals to initiate the diagnostic mode. Observe the check engine light for any blink codes, which indicate specific trouble codes. Refer to the vehicle's service manual to interpret these codes and identify potential issues.
In a 1995 Ford Ranger, the diagnostic scanner port is located under the dashboard on the driver's side, typically near the steering column. You may need to remove a cover or panel to access it. The port is usually a 16-pin connector, which is used for connecting a diagnostic tool to read trouble codes.

GEM - Generic Electronic Module - incorporates the functions of several different modules into one and offers diagnostic codes to locate failures ( Haynes repair manual )
the diagnostic port is located behind the fuse box on the passenger side inner fender well
Just to the rear of the battery is a plastic cover that is held in place with one fastener. Under the cover is a 5-sided red connector. That is the diagnostic port for the Ford EEEC-IV system. You will need a reader, or a jumper wire and an analog vom to extract the codes. tom walsh
Go to AutoZone. They do it for free.
On a 1994 Ford Ranger ( which is OBD I , EEC IV ) should have an EEC TEST connection in the engine compartment ( P.S. I'm not a mechanic / technician )
You can take it to an Autozone store and they can check the code for free. To reset the light, disconnect the battery for 10 minutes and reconnect.
