Just to the rear of the battery is a plastic cover that is held in place with one fastener. Under the cover is a 5-sided red connector. That is the diagnostic port for the Ford EEEC-IV system. You will need a reader, or a jumper wire and an analog vom to extract the codes.

In a 1995 Ford Ranger, the diagnostic scanner port is located under the dashboard on the driver's side, typically near the steering column. You may need to remove a cover or panel to access it. The port is usually a 16-pin connector, which is used for connecting a diagnostic tool to read trouble codes.
Should be a port inside under dash where you plug in a code reader.
The 1988 Mercury Cougar diagnostic port can be found under the hood.
On a 1994 Ford Ranger ( which is OBD I , EEC IV ) should have an EEC TEST connection in the engine compartment ( P.S. I'm not a mechanic / technician )
I believe that will be found under the hood, near the windshield, drivers side.

There is no 1988 Ford Explorer. The vehicle went into production in 1990 for the 1991 model year, replacing the two door Bronco II;. As for the Bronco II, there isn't an OBD port.
