Yes it can but it takes a process. When you die your hair by using packs you can buy from supermarkets, to remove them you need to grow them out. your hair will eventually start to die out and will need a good haircut. WARNING! never use the produvts form the supermarket one all of your hair. That's the hair stylist's job to do, just in case you stuff up.

Unfortuneately, permanent means permanent. There is no way to get it out, however you can re-color your hair using a just as powerful permanent hair color. Other than this you will have to wait until your hair grows out. If there is a problem with the color i would suggest altering it not completely re-coloring, by this i recommend using toner, to help get rid of unwanted tones that maybe be too vibrant or bright. Another way to adjust the hair color to suit you could be to add highlights, or lowlights, or both, to complement the color. The reason i suggest these alternatives is because re-coloring can damage the hair and damage is irreversible. I took cosmotology in both 10th grade and 11th grade at my highschool and after miscommunication with my sister, wher highlights were not to her liking and i used toner and re-coloring to fix them. Her hair is still healthy and beautiful in my perspective Best of luck! :)
