It's a form of oxidation, somewhat similar to rust on iron-based metals. Copper oxide is greenish in color and is often called "patina".

Another example is the Statue of Liberty. It's copper underneath, but a century and a quarter of oxidation have turned it green.

the"green stuff " on many pennies is rust, and if you wanted to get it off then drop it in some baking soda and some vinegar

rust is normally a layer of new material building up on the outside of the material. Because we live in an environment with a large oxygen content metals are commonly oxidised(or seen to rust). The metal oxide that forms is a completely new material, so the brown suff "rust" that appears on iron is iron oxide, just as the green stuff "rust" that appears on pennys is copper oxide, years of people handling the penny, and in many different environments accelerates the rusting(oxidation process).

If you look around many old buildings used to have copper domes or statues and they are now a bright green colour, this is the same thing that happened to your penny just on a much bigger scale.
