MineEdit is a separate mod of minecraft. It is not assessable on or in Minecraft itself. Open the downloaded folder and extract its files. Then go into that folder and look for a MineEdit Application file. Just double click on that and it will open. For the inventory editing to work you must not be in-game. After editing save your inventory and open the world.
Currently, no. A good search 'round the Minecraft Forums might yield something, but as far as I know, MineEdit is the only entity editor, but it's oudated.

MCEdit is a good one to use.
It is a mod or application that allows the player to spawn items into their inventory. A common editor is INVedit, and toomanyitems, these are the two that I would reccomend.
