Use MineEdit.
MineEdit is a separate mod of Minecraft. It is not assessable on or in Minecraft itself. Open the downloaded folder and extract its files. Then go into that folder and look for a MineEdit Application file. Just double click on that and it will open. For the inventory editing to work you must not be in-game. After editing save your inventory and open the world.
Currently, no. A good search 'round the Minecraft Forums might yield something, but as far as I know, MineEdit is the only entity editor, but it's oudated.

They are not breeding bones. They are just bones that gets wolves as pets. You don't use bones to breed them. You use porkchops, cooked chicken, and steak to breed them.

It really depends on the server. In some Minecraft servers you can use duplication methods to gain unobtainable items (if bones or bonemeal really is an unobtainable item) while others either don't have any or you have to collect them yourself by killing skeletons.
