She is not standing, eating or drinking because she is ill. Get a vet or put her down.
You can put food and water in front of her and get her to drink that way. But definitely get a vet out to see why she's a downer cow and to see if there's a way to save her before putting her down.

You can eat lying down because the food doesn't just fall down you oesophagus (gullet), it is pushed down by muscles. However, it may be hard to drink whilst lying down because the water may tip out of your glass before the glass touches your lips. It is possible, though.
