13-14 seems low, on my windstar 3 things have helped more than any on mpg improvement, I do get around 20 combination city expwy driving. 1 - the check engine light was on and changing the mass air flow sensor not only fix than issue but improved the mpg 2 - changed the Transmission Fluid and fliter - this improved my mpg by + 2 3 - Air pressure, as much as we hear about checking you air pressure I find this can effect my mpg by 5 mpg or more.
