It takes lots of practice. Acting classes and certain military training would help, as well as training as a trial lawyer.
However, pulling off a really good lie also requires making sure nobody but you knows the truth. Otherwise, it will be uncovered eventually. Remember what happened to Bill Clinton.
And it isn't nice to lie, anyway.
