The only way to get a shiny pokemon is if you find it as shiny. Shiny pokemon are sometimes up for trade on the GTS, but not always.

You can get international trades the easiest from the GTS (Global Trade Center). This turns the regular shiny rate of around one in eight thousand, to more like one in two thousand. This is called the Masuda Method, and many people use this to get shinies. Most people don't get the shinies in their first one hundred though. It is for the very patient, I must say.

it is most likely to already be pre-set, knowing Nintendo. I mean, really, no other company makes us gamers go through all of these stupid steps just so we can get the "unobtainable" Pokemon But, even with the slim chance that the Pokemon isn't pre-set to not be shiny, i would just keep the Pokemon shiny or not. Because to get a shiny Pokemon is a chance of 1 in 8,167. So pretty much you would be resetting that game for the rest of your life unless you get really, really, really,really lucky.
