The pulse rate is determined by how much blood the heart pumps per beat vs how much blood flow is needed to maintain proper oxygenation. The best way to decrease the pulse rate is to make the heart a more efficient pump, making it pump more with each beat. The most effective and safest way to do this is to exercise. As the body gets into better shape, the heart will strengthen and will be able to pump more blood with each beat, and thus lowering the pulse rate.
As a result of exercise, some well trained athletes have pulse rates in the upper 40's to low 50's.
