lol i have the same laptop... and sometimes the same problem.. i use msn to chat with my friends... and that's when i get the problem with my webcam.. and i just restart my computer and try it again! and it works 90% of the time xD when i do that =)
so, I had this problem too and honestly still dont know how to fix it, but i found a way to make it work it just takes more time. If you go to the search bar in the start menu and search "movie", Windows live movie maker should pop up. Click on that. Then once that opens, at the top where it says "add photos and video, and video webcam", click video webcam. If you want sound in the video change the microphone to internal mic. Then it should bring you to the webcam where you can film a video. Then just save the whole project as it is, (unless u want to edit it first which you can)

Either your video card or CPU is fried. Try hooking up to an external monitor so you can rule out faulty wiring.
