show them schematics - sketches- of what you want to draw on the walls, describe it to them so that they feel your are responsible and prepared to do it, and propose a medium to use. (i used pastel, but they make dust...)
point out all the "bad" things that you could send your time doing instead of this, and make them appreciate that you are not a crazy "graffiti hooligan."
How about just one wall? That's what I let my daughter do. On the rest we have nice wallpaper but the wall by her bed was all hers. Now she wants to paint over it. All her friends have left little messages and drawings there. If you make something that looks good maybe your parents will let you do the rest of the walls as well. But start little - it's always easier.
Just tell them YOU want to decorate YOUR room.

The disadvantage of painting your walls white when you have children in the home is that children are likely to make messes on the walls. They will eat things and wipe their fingers on the walls, draw on the them and more. These things will be more noticeable with solid white walls than with a darker color.
