To review businesses through the Better Business Bureau, one may go to their website to look up the Business's report. If one requires to talk directly to a member of the Better Business Bureau, they must search for their local Bureau.

You would have to be a client/contributing member of the bureau to report information.

As with an consumer oriented business it would be advisable to contact your local Better Business Bureau.
One thing you can do is report it to the better business bureau. I would definitely approach the dealer and ask for an explanation to start with. Still, this is never happen to me, and I am sure I would look into other recourse's
If a business is doing something illegal, the first call should be to the local police. Make a report with them first and go from there. Depending on the situation, they may suggest that you make a complaint to the Better Buisness Bureau as well.
