Not sure about that library, but my local library carries them, so I would just have to go to my local library's website, and then request it and go pick it up. Other free ways are watch episodes on YouTube - English dubbed, but you have to watch the episodes in parts >_<
i bought the episodes on my iPod off of iTunes :) another way to buy it is at bookstores.

There are no Fruits Basket movies, but if you mean to find all of the dvds for the full Fruits Basket season, bookstores sell them, such as Borders or Books-a-Million, but you normally have to order them online, or from another online site. You can also buy it on itunes, or watch it on youtube. But the Fruits Basket manga by Natsuki Takaya is SOOO much better, and you should try that. Borders, Books-a-Million, and all other book stores carry all the volumes
