There is a safe alternative that works very well with a little elbow grease. If you have any toothpaste around, and a thin cotton cloth just strong rub in some toothpaste. You will need to have the white gritty toothpaste. Usually the colored ones don't contain much grit. Just a old tube of standard Crest toothpaste will work. Rub in circular motions, rinse, and redo about 3 times is all you need. I have also done this first with balking soda first, and then finalized the work with the toothpaste since it is a finer grit then baking soda. You do't have to use the baking soda, but for real hard oxidation, a few good rubs of baking soda, and then a few of toothpaste will get the lens good and new again, and will last another couple years before the need of another application. If you are not sure, or don't feel safe about doing this, just try a small test spot about the sizeof a quarter in a corner of the lens to get the feel of how to do it right. Good Luck, and better night vision for you all.

One reason a headlight lens is cloudy on the inside is moisture getting in because the seal is not good or from a bulb hole. It can be caused from the heat of the bulb, humidity, and direct sunlight.
